Warehouse racking maintenance should be managed as part of the employer’s wider health and safety system. BS EN 15635 provides the recognised technical framework for the use, inspection and maintenance of steel storage systems. Together, these require suitable risk controls, competent inspections, safe working procedures, prompt action on damage and accurate records.
It is important to distinguish between legislation and technical guidance. The Health and Safety at Work etc. Act 1974 and associated regulations create legal duties for employers and employees. HSG76 is HSE guidance that explains practical ways to manage warehouse risks. BS EN 15635 is a standard rather than an Act of Parliament, but it is widely used as a benchmark for the safe operation and maintenance of storage systems. The principal safety regulations and guidance to consider include:
- Health and Safety at Work etc. Act 1974: employers must, so far as is reasonably practicable, protect employees and others affected by their activities. This includes providing safe equipment, suitable systems of work, information, instruction, training and supervision.
- Management of Health and Safety at Work Regulations 1999: employers must assess risks, implement preventive measures, appoint competent assistance and maintain appropriate arrangements for managing health and safety. The assessment should cover loading, unloading, vehicle movements, work at height, falling goods, damaged components and unauthorised alterations.
- Provision and Use of Work Equipment Regulations 1998 (PUWER): PUWER may apply to work equipment associated with storage operations, including powered or adjustable equipment and equipment used to load or access storage systems. Where it applies, equipment must be suitable, maintained, inspected where necessary and used by people with suitable information, instruction and training. Static storage structures should be assessed carefully rather than automatically treated as being covered by every PUWER requirement.

- Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR): certain serious injuries, dangerous occurrences and other specified events must be reported to the appropriate enforcing authority. A damaged storage system is not automatically RIDDOR-reportable, but an incident involving collapse, falling goods or serious injury may meet the reporting criteria.
A suitable risk assessment is the starting point for compliance. It should identify how the system is used, the loads and handling equipment involved, the competence of operatives, foreseeable impact risks, environmental conditions and any changes to the layout or capacity. It should also consider pedestrian routes, vehicle movements, fire exits, emergency access, lighting, housekeeping and the consequences of a component failure. The assessment must be reviewed after a significant change, an incident, repeated damage or any indication that existing controls are no longer effective.
Warehouse racking must be used within its designed capacity and configuration. Safe working load notices should be present, legible and consistent with the approved design information. Loads should be evenly positioned and compatible with the beam levels, pallets and support arrangements. Removing beams, changing bay layouts, adding components or using incompatible pallets can alter the system’s capacity. Such changes should not be made without approval from a suitably competent person and, where necessary, the system designer or supplier.
Inspection arrangements are a central part of warehouse racking maintenance. Employees should be encouraged to report damage immediately, and trained staff should carry out regular visual checks as part of normal operations. BS EN 15635 also supports a formal inspection by a technically competent person at least every twelve months, or more frequently where the risk assessment requires it. Higher inspection frequency may be appropriate where there is intensive forklift activity, a history of impact, harsh conditions, high turnover of operatives or critical dependence on the storage system.
Inspections should be systematic and documented. They should cover uprights, frames, bracing, beams, beam connectors, locking devices, guards, floor fixings, pallets and any other structural or protective components. The inspector should look for impact damage, distortion, corrosion, missing parts, loose connections, unauthorised modifications, overloading, poor alignment and signs that loads are unstable. Measurements and photographs can help explain the severity and location of damage, particularly where repairs or follow-up inspections are required.
Damage should be assessed and controlled without delay. Where a component presents a risk, the affected bay or area should be isolated, unloaded if it can be done safely, and clearly marked to prevent further use. Repairs should be specified and completed by a competent person using suitable replacement parts and an appropriate method. Straightening, welding, drilling or improvised reinforcement should not be used as an uncontrolled remedy, because it may affect the original design strength. The system should only be returned to service after the corrective work has been checked and the responsible person is satisfied that it is safe.
Maintenance records should show the inspection date, areas examined, findings, risk classification where used, photographs or measurements, actions required, person responsible, completion date and close-out confirmation. Keep records of risk assessments, design information, safe working procedures, training, repairs, alterations, loading information and incident investigations together where possible. Good records provide evidence of a functioning safety management process and help identify repeated damage or developing maintenance problems.
Training and competence are also regulatory considerations. Operatives should understand the safe working load information, loading rules, damage reporting process, traffic controls and restrictions on unauthorised alterations. Forklift operators and other relevant personnel should receive suitable instruction and supervision. Anyone carrying out inspections, repairs or technical assessments must have the knowledge and experience appropriate to the task; a general awareness of warehouse operations is not enough for specialist structural judgements.
Fire safety duties may also affect warehouse racking maintenance. Under the Regulatory Reform (Fire Safety) Order 2005 in England and Wales, the responsible person must assess and manage fire risks, including keeping escape routes and emergency access clear. Equivalent legislation applies in Scotland and Northern Ireland. Storage layouts, protective guards, stock placement and repairs should not obstruct fire exits, firefighting equipment, alarm systems or sprinkler coverage.
