- Health and Safety at Work etc. Act: requires employers to provide, so far as reasonably practicable, a safe workplace, safe equipment, suitable systems of work and appropriate information, instruction and training.

The completed installation should be checked before it is put into service. Load notices and operating controls
Each pallet racking system should have clearly displayed load notices in positions where operators can readily see them. The information should match the actual installation and identify relevant limits, such as bay loads, beam loads, pallet positions and any restrictions applying to the configuration.
Operators should understand that a load notice is not permission to exceed the stated limit. Pallets should be stable, suitable for the beam arrangement and positioned correctly. Loads should not project into aisles or interfere with sprinklers, lighting, doors, fire equipment or escape routes. Changes to beam levels, bay arrangements, load types or handling equipment should not be made without a design and safety review.
Risk assessment and warehouse controls
The risk assessment should cover more than the structural capacity of the system. It should consider forklift and pedestrian interaction, reversing, visibility, falling objects, damaged pallets, manual handling, access at height, housekeeping, fire precautions and emergency arrangements. Traffic routes should be clearly defined, maintained and separated from pedestrians wherever reasonably practicable.
Suitable end-of-aisle protection, frame guards, barriers, column protection or other controls may be required depending on the layout and impact risk. Protection should be compatible with the system and should not obstruct inspections or create additional hazards. Lighting and aisle clearances should allow operators to place and retrieve loads without striking the structure.
Employees, agency workers and contractors should receive information and instruction relevant to their tasks. Inspection and damage reporting
BS EN 15635 distinguishes between routine visual checks, formal inspections and expert inspections. The employer should appoint a person with suitable knowledge and authority to manage the inspection process. Routine visual inspections should take place at intervals no greater than one week, or more frequently where the risk assessment requires it. An expert inspection should be carried out at intervals no greater than twelve months, unless a competent person determines that a shorter interval is necessary.
Inspections should look for bent or distorted frames, damaged uprights, beams that have moved or become unlocked, missing components, loose anchors, damaged bracing, overloaded locations, impact protection failures and changes to the original configuration. The condition of floors, pallets, load stability, aisle clearances and load notices should also be considered.
Every employee should know how to report damage immediately. Under the BS EN 15635 approach, serious damage should result in the affected area being unloaded and taken out of use until it has been made safe. Less serious damage should still be recorded, assessed and repaired within an appropriate timescale. Repairs should use approved components and methods; straightening damaged structural members or improvising with unsuitable parts can compromise the design.
Inspection records should identify the date, location, findings, risk classification, immediate controls, person responsible and completion of corrective action. Keeping a clear audit trail demonstrates that the system is actively managed rather than inspected only after an incident.
Management of alterations and repairs
Moving beams, removing bracing, replacing components with different parts, changing aisle widths or adding bays can affect the structural design. These changes should be approved by a competent designer or the original supplier where appropriate. The load notice and layout documentation must be updated whenever the approved configuration changes.
Repairs should be completed promptly by suitably experienced personnel. If there is uncertainty about the severity of damage, the affected location should be isolated until it has been assessed. A repair is not complete until the system has been checked, the area released for use and the relevant records updated.
