What are the key regulations for warehouse rack safety in the UK?

In the UK, warehouse racking safety is governed by the Health and Safety at Work etc. Act, the Provision and Use of Work Equipment Regulations (PUWER), and HSE guidance, including HSG76. Businesses must ensure warehouse racking is suitable, correctly installed, clearly load-rated, routinely inspected by a competent person, and promptly repaired or taken out of use when damaged.

Warehouse racking safety in the UK is governed primarily by the Health and Safety at Work etc. Act 1974, the Provision and Use of Work Equipment Regulations 1998 (PUWER) and the Health and Safety Executive’s guidance in HSG76, Warehousing and storage: A guide to health and safety. Together, these requirements mean that warehouse racking must be suitable for its intended use, properly installed, correctly loaded, maintained in a safe condition and inspected by a competent person at appropriate intervals.

HSG76 is guidance rather than legislation, but it explains how businesses can meet their legal duties in practice. Other requirements may also apply depending on the warehouse layout, work activities, fire arrangements, access equipment and installation work. Compliance is therefore not achieved by displaying a load notice alone; it requires a documented system for design, use, inspection, reporting, repair and review.

Health and Safety at Work etc. Act 1974

The Health and Safety at Work etc. Act places a general duty on employers to protect employees and other people who may be affected by their activities. For warehouse racking, this includes taking reasonably practicable steps to prevent collapse, falling goods, vehicle impacts and other foreseeable risks.

Employers should provide and maintain safe warehouse racking, suitable working arrangements, adequate information and instruction, and appropriate supervision. The duty extends to agency workers, contractors, visitors and anyone else who could be exposed to an unsafe storage system. Employees also have responsibilities: they should follow site procedures, use the equipment correctly and report damage or unsafe conditions promptly.

Provision and Use of Work Equipment Regulations 1998

PUWER applies to work equipment used by employees. Warehouse racking is generally treated as work equipment where it is used to store or support goods as part of work activities. The regulations require it to be:

  • suitable for the work being carried out and the conditions in which it is used;
  • maintained so that it remains safe;
  • used only by people who have received adequate information, instruction and training;
  • inspected where deterioration could create a dangerous situation; and
  • guarded or otherwise controlled where parts or conditions could present a foreseeable risk.

In practical terms, the warehouse racking specification should reflect the loads, pallet types, handling equipment, operating environment and layout. It should not be modified, relocated or reconfigured without checking that the revised arrangement remains structurally suitable. Any change to beam levels, bay widths, loading patterns, accessories or protection can affect the system’s capacity and stability.

Management of Health and Safety at Work Regulations 1999

These regulations require employers to carry out suitable and sufficient risk assessments and put appropriate arrangements in place for managing health and safety. A warehouse racking risk assessment should consider vehicle movements, loading and unloading, falling objects, unstable pallets, unauthorised changes, access at height, emergency arrangements and the competence of employees and contractors.

The assessment should be reviewed when there is reason to suspect that it is no longer valid, following significant changes or after an accident, near miss or serious damage. Findings should be communicated to the people who use and inspect the warehouse racking, with clear procedures for reporting defects and isolating unsafe areas.

HSE guidance HSG76

HSG76 sets out recognised good practice for warehouse racking safety. It recommends that storage equipment is designed, installed and used in accordance with the manufacturer’s instructions and relevant technical standards. It also emphasises the importance of competent inspection, safe loading, damage prevention and prompt action when defects are identified.

A suitable inspection system normally includes:

  • ongoing checks by warehouse employees, who report visible damage and unsafe conditions;
  • regular, systematic visual inspections by a trained and competent person, with the frequency based on the risks and operating conditions; and
  • a formal expert inspection at least every twelve months, unless a risk assessment supports a different arrangement.

The annual expert inspection is not a substitute for day-to-day vigilance. Busy sites, frequent forklift movements, harsh environments, repeated impact or previous damage may justify more frequent formal checks. Inspection findings should be recorded, prioritised and tracked through to completion.

Inspection, damage and repair duties

There is no general legal requirement for every warehouse racking inspection to follow one fixed checklist or timetable. The inspection programme must be appropriate to the risks. It should cover uprights, frames, beams, connectors, bracing, baseplates, anchors, guards, decking and other structural or protective components. The surrounding floor, clearance, loading arrangement and signs of impact should also be considered because problems outside the structure can affect its safety.

Where damage is found, the affected area should be assessed without delay. HSG76 uses a traffic-light approach to help prioritise action:

  • Red risk: immediately offload and isolate the affected warehouse racking until it has been made safe.
  • Amber risk: take prompt action, such as reducing or removing the load, and arrange a competent repair or follow-up inspection within the required timescale.
  • Green risk: monitor the condition and address minor defects through the site’s planned maintenance process.

This classification supports decision-making, but the inspector must use professional judgement. A damaged component should not be straightened, welded, drilled or replaced with an unapproved part as an improvised repair. Repairs and alterations should be carried out or approved by the manufacturer or another suitably competent specialist, followed by confirmation that the system is safe to return to service.

Load limits, design and information

Warehouse racking should have clear, durable load notices showing the safe working limits and any restrictions relevant to the configuration. The information should be understood by the people who load and use the system. Loads must remain within the stated capacity, be evenly distributed where required and be placed in a way that does not create instability or excessive overhang.

Capacity depends on the complete configuration, not simply on the size of an individual beam or upright. Factors can include bay dimensions, beam levels, pallet type, frame height, floor condition, anchorage, bracing, component condition and the way loads are handled. Changing a beam level or using different pallets can alter the design assumptions, so the load notice may need to be reviewed after any alteration.

Relevant British and European standards

British and European standards are not automatically legislation, but they provide important technical benchmarks for design, installation, inspection and use. BS EN 15635 covers the application and maintenance of warehouse racking and is commonly used alongside HSG76. Related standards address the specification of storage equipment, design principles, tolerances and installation requirements.

Following the relevant standards can help demonstrate that the business has taken a structured and technically informed approach. However, standards do not remove the need for a site-specific risk assessment, manufacturer information or competent professional judgement.

Other regulations that may affect warehouse racking safety

  • Workplace (Health, Safety and Welfare) Regulations 1992: these can affect suitable workplace conditions, traffic routes, lighting, floors, space and safe access around warehouse racking.
  • Work at Height Regulations 2005: these may apply where employees access elevated storage positions or carry out inspection, maintenance or installation work at height.
  • Construction (Design and Management) Regulations 2015: these may apply to installation, dismantling or substantial alteration work where the activity falls within construction work.
  • Regulatory Reform (Fire Safety) Order 2005: fire risk assessments should consider storage arrangements, access for emergency response, escape routes and any effect warehouse racking has on fire protection measures.
  • Control of Substances Hazardous to Health Regulations 2002: these may apply where stored goods or maintenance activities involve hazardous substances.

LOLER does not generally regulate warehouse racking simply because it stores goods. It may apply to lifting equipment used to load or access the system, such as certain forklift attachments or lifting accessories, so the equipment and task should be assessed separately.

What a compliant management process should include

  1. Obtain suitable design and installation information, including the intended loads and configuration.
  2. Ensure the installation is carried out on a suitable floor and in accordance with the approved design and manufacturer’s instructions.
  3. Display accurate load notices and prevent unauthorised alterations.
  4. Train employees in safe loading, unloading, vehicle movements, damage reporting and emergency procedures.
  5. Carry out routine user checks and planned inspections by competent people.
  6. Keep inspection reports, photographs, repair records, training records and evidence of follow-up actions.
  7. Immediately control damaged or unstable warehouse racking, with isolation where necessary.
  8. Use competent specialists for repairs, alterations and post-repair verification.
  9. Review the risk assessment after changes, incidents, damage or changes in the way the warehouse operates.

The key test is whether the business can show that its warehouse racking is suitable, properly controlled and kept safe throughout its working life. A current inspection report is valuable evidence, but compliance also depends on acting on its findings, maintaining accurate capacity information and ensuring that warehouse practices match the design assumptions.
