What standards and regulations should a warehouse racking safety inspection adhere to?

A warehouse racking safety inspection should follow the principles of BS EN 15635, the HSE’s HSG76 Warehousing and storage guidance, and applicable duties under the Health and Safety at Work etc. Act 1974 and PUWER. The inspection should be completed by a competent person, documented clearly, and include prompt risk-based action for any damage, instability or non-compliance identified.

A warehouse racking safety inspection should be carried out against the principles of BS EN 15635, the HSE’s HSG76 Warehousing and storage guidance, and the relevant duties under the Health and Safety at Work etc. Act 1974. The inspection should also consider applicable requirements under the Provision and Use of Work Equipment Regulations 1998 (PUWER), the Management of Health and Safety at Work Regulations and, where relevant, work at height and fire safety requirements.

The legal duty remains with the employer or dutyholder to identify risks, provide suitable work equipment, maintain it in a safe condition and protect employees and others affected by the operation.

A compliant warehouse racking safety inspection should normally cover the following areas:

  • Identification and scope: the report should identify the warehouse racking inspected, its location, type, configuration and any areas excluded from the inspection.
  • Structural condition: uprights, frames, beams, bracing, connections, footplates, baseplates, anchors and other load-bearing components should be checked for impact damage, distortion, corrosion, loose parts, missing components and signs of instability.
  • Protection systems: column guards, end-of-aisle protection, barriers and other protective equipment should be checked for correct positioning, security and suitability for the traffic risks present.
  • Loading and configuration: the inspector should compare the installed arrangement with available design information, including load notices, beam levels, bay configuration, pallet dimensions and stated load capacities.
  • Operational controls: the inspection should consider housekeeping, vehicle movements, pallet placement, aisle clearances, unauthorised alterations and the way warehouse racking is being used in practice.
  • Signage and information: safe working instructions and load notices should be visible, accurate and consistent with the installed warehouse racking. Missing or incorrect information should be recorded for action.
  • Surrounding conditions: the inspection should identify risks from uneven or damaged floors, inadequate lighting, water ingress, nearby equipment, restricted escape routes and anything else that could affect stability or safe use.

Under BS EN 15635, the warehouse operator should appoint a person responsible for warehouse racking safety. This person is often referred to as the PRRS, or Person Responsible for Warehouse Racking Safety. Their duties include establishing reporting arrangements, ensuring damage is reported, arranging internal checks and making sure corrective action is completed. They do not necessarily need to carry out the specialist inspection personally, but they must have sufficient authority and knowledge to manage the process.

Regular user checks are also important. Staff should report damage or unsafe conditions as soon as they are identified, and a nominated person should carry out routine visual checks in accordance with the site’s risk assessment and operating conditions. A detailed expert inspection should be arranged at intervals no greater than twelve months, or more frequently where the warehouse environment, traffic levels, damage history or risk assessment indicates that this is necessary. An additional inspection should be arranged after a significant impact, alteration, relocation, serious incident or other event that could affect stability.

The inspector should be competent for the work. Competence means having suitable knowledge, training and practical experience of warehouse racking systems, the relevant standard, damage assessment and safe remedial action. Independence and impartiality are also important: the inspection should assess the condition of the warehouse racking objectively rather than simply confirm that it appears serviceable.

Findings should be recorded in a clear written report. A useful report identifies the precise location and component affected, describes the defect, explains the associated risk, includes photographs or marked-up plans where helpful, and states the required action. It should also record the inspection date, the person who completed it, any limitations, and whether follow-up evidence is required.

BS EN 15635 uses a risk-based approach to classifying damage. In practical terms, serious damage may require the affected area to be unloaded and taken out of use immediately. Less serious damage may require repair within a defined period, with suitable controls in place until the work is completed. Minor damage should still be monitored and managed so that it does not worsen. A report should not leave the customer to interpret the urgency without explaining the action required.

Repairs and alterations must be controlled carefully. Damaged components should be replaced or repaired using an approved method and compatible parts. Straightening, welding, drilling, removing bracing or changing beam levels without technical approval can reduce the designed capacity of the warehouse racking. Where the configuration changes, the load information and signage should be reviewed and updated before the system is returned to normal use.

PUWER may apply because warehouse racking forms part of the equipment used in the work process, although the precise duties depend on the circumstances. The relevant principles include suitability, maintenance, inspection where deterioration could create a dangerous situation, and the provision of information and training. Other regulations may apply to associated activities, such as the use of vehicles, lifting equipment or access equipment. The inspection should therefore be considered alongside the site’s wider risk assessments rather than treated as a substitute for them.

To demonstrate effective compliance, retain the inspection report, photographs, repair records, replacement details, load calculations, manufacturer information, training records and evidence that corrective actions were closed. The site should also be able to show how reported damage is isolated, who authorises repairs and how the warehouse racking is checked before being put back into service.

It applies BS EN 15635 and HSG76 in the context of the actual installation and working environment, uses a competent inspector, records findings precisely, classifies risk appropriately and verifies that corrective action has been completed.
