When assessing an inspector’s suitability, look for the following qualifications and experience:

  • Recognised warehouse racking inspection training: The inspector should have completed relevant training covering storage system design principles, common damage patterns, safe working practices, load capacity information and inspection procedures. Training aligned with recognised industry guidance is important.
  • Practical inspection experience: Inspectors should have carried out inspections in operating warehouses and be familiar with the effects of forklift impacts, incorrect loading, unauthorised alterations, corrosion, settlement and general wear. Practical experience helps them distinguish cosmetic issues from defects requiring immediate action.
  • Knowledge of UK guidance and standards: They should understand the Health and Safety Executive’s guidance on warehouse storage equipment, including HSG76, as well as relevant British, European and industry standards. BS EN 15635 is particularly important for the use and maintenance of steel static storage systems.
  • Understanding of manufacturers’ requirements: The inspector should be able to use the original design information, load notices, installation details and manufacturer’s instructions when assessing whether a system remains suitable. A competent inspection is not based on appearance alone.
  • Ability to assess structural damage: They should know how to evaluate damaged uprights, beams, bracing, frame protectors, baseplates, anchors and other components. They must understand when damage requires isolation, unloading, repair or replacement.
  • Risk assessment and reporting skills: Findings should be categorised consistently, supported by clear descriptions and photographs where appropriate, and linked to practical actions. Reports should make it clear which defects require immediate attention and which should be monitored or scheduled for repair.
  • Knowledge of safe inspection methods: The inspector should understand how to work safely around moving vehicles, stored loads, elevated components and restricted access areas. They should not create additional risk while examining the installation.
  • Independence and professional judgement: An inspector should be able to report defects impartially, even where corrective work may disrupt operations. Their role is to assess safety rather than simply confirm that the installation appears serviceable.

Some inspectors also hold additional industry-recognised credentials, such as training through established storage equipment bodies or an approved inspector scheme. These credentials can provide useful evidence of technical knowledge and structured assessment, but the name of a certificate alone does not prove competence. The experience of the individual, the scope of their training and the quality of their inspection reports should also be considered.

A competent inspector should be able to examine more than the visible front face of the installation. Their assessment may include frame alignment, beam engagement, locking devices, bracing, floor condition, protection, load signage, component compatibility and evidence of unauthorised modifications. They should also consider how the equipment is used, including vehicle movements, loading practices and changes to stored goods.

The inspection report should identify the location and nature of each defect, explain the associated risk and state the action required. Where there is serious damage or a risk of collapse, the inspector should recommend that the affected area is isolated or unloaded without delay. A vague statement that a system is “safe” or “in good condition” is not an adequate substitute for a properly documented assessment.

Warehouse operators should check that the inspector has suitable professional indemnity and public liability arrangements, follows a documented inspection process and can provide examples of clear, relevant reports. It is also sensible to confirm that the inspector has experience with the specific type of storage equipment and the working conditions found at the site.

Internal checks by trained employees remain useful between formal inspections, but they do not replace an inspection by a suitably competent person. Employees may identify obvious impact damage or missing components, while an independent expert can assess structural condition, system suitability and less apparent risks. The inspection programme should reflect the manufacturer’s instructions, the site’s risk assessment, the intensity of use and any changes or incidents affecting the installation.

In practice, the strongest evidence of competence is a combination of recognised training, relevant warehouse experience, knowledge of applicable guidance, careful inspection methods and well-supported reporting. Selecting an inspector on that basis helps ensure that defects are identified accurately and that warehouse racking remains safe, compliant and fit for its intended use.
