When is an additional inspection required?

An expert inspection should be arranged without delay after any event that may have affected the integrity or stability of the warehouse racking. This includes:

  • Impact from a forklift, pallet truck or other vehicle.
  • Visible bending, twisting, cracking, corrosion or other damage.
  • Unauthorised changes, dismantling, relocation or reconfiguration.
  • Changes to the load arrangement, beam levels or rated capacity.
  • A significant change in the operating environment.
  • Fire, flooding, collision, structural movement or another exceptional event.
  • A report from an employee that the system appears unsafe.

A scheduled inspection does not replace an immediate response to reported damage. Employees should know how to report defects, and damaged areas should be assessed promptly rather than left until the next planned inspection.

Who can carry out the inspection?

The person inspecting warehouse racking must have sufficient practical and technical knowledge to identify defects, assess their significance and recommend appropriate action. Competence is based on relevant training, experience and understanding of the type of system being inspected; it is not established simply by holding a generic workplace safety qualification.

An expert inspection should be carried out by someone who can assess the structure impartially and understands warehouse racking design, loading, installation, damage mechanisms and applicable safety guidance. The inspector should be suitably independent from routine warehouse operations and able to produce a clear report that the duty holder can act upon.

What records must be kept?

PUWER requires the result of an inspection to be recorded where the equipment could present a risk and the inspection is undertaken under the relevant regulation. Records should identify the warehouse racking inspected, the inspection date, the person completing it, defects found, risk classifications, recommended actions and the date on which remedial work was completed.

It is also sensible to retain supporting information, including the risk assessment, inspection schedule, previous reports, load specifications, manufacturer information, training records, repair documents and evidence that reported defects were closed out. Records should be accessible to managers, employees who need them and enforcing authorities where required.

What happens if damage is found?

Defects should be categorised according to their risk and dealt with in line with the inspection report. A serious defect may require the affected area to be immediately unloaded, isolated and clearly marked as unavailable. Less serious damage may still require prompt repair or monitoring, but it should not be ignored or concealed by repainting or makeshift repair.

Repairs, replacement components and alterations should be undertaken by suitably competent personnel and should not compromise the original design or load capacity. After repair or modification, the warehouse racking should be checked before it is returned to service. The duty holder should retain evidence of the work and update relevant load notices, risk assessments and working instructions where necessary.

Other UK duties that support inspection compliance

PUWER is central to warehouse racking inspection duties, but it forms part of a wider health and safety framework. The Health and Safety at Work etc. Act 1974 places duties on employers to protect employees and others affected by their undertaking. The Management of Health and Safety at Work Regulations 1999 require suitable and sufficient risk assessments, arrangements for managing risks and appropriate employee information and training.

The Workplace (Health, Safety and Welfare) Regulations 1992 may also be relevant to safe access, traffic routes, lighting and the general working environment around warehouse racking. Where warehouse racking is used to support lifting operations, other requirements may apply to the lifting equipment and accessories involved. These duties should be considered separately rather than assuming that one inspection covers every item of workplace equipment.

  1. Identify every warehouse racking system and record its type, location, intended use and load information.
  2. Complete a risk assessment covering traffic movement, loading practices, working conditions, foreseeable damage and unauthorised alterations.
  3. Set a documented inspection schedule, including routine visual checks, regular recorded checks and an expert inspection at least every 12 months unless a shorter period is justified.
  4. Train employees to recognise defects, report concerns and prevent unsafe loading or use.
  5. Arrange additional inspections after impacts, damage, alterations or other exceptional events.
  6. Act on inspection findings promptly, isolating unsafe areas where necessary.
  7. Keep accurate records and verify that corrective actions have been completed.

The key legal test is whether the inspection and maintenance arrangements are suitable for the risks presented by the particular warehouse racking system.
