Inspections should consider whether the system remains safe in its current environment, rather than only checking whether individual components appear intact.
In practice, a PUWER-aligned inspection should verify that:
- the pallet racking is suitable for the stored loads, handling equipment and working environment;
- uprights, beams, bracing, connectors, base plates and other structural components are secure and free from dangerous damage;
- frames are plumb and stable, with no unacceptable displacement or distortion;
- locking pins, safety clips and other retaining devices are present and correctly fitted;
- protective guards remain in place where they are required;
- loads are positioned safely and do not exceed the stated capacity;
- loading information is displayed clearly and remains accurate; and
- modifications have not been made without appropriate design checks and approval.
Maintenance and inspection records should be retained so that the organisation can demonstrate what was checked, when it was checked, who completed the inspection and what action followed.
Health and safety management duties
The Health and Safety at Work etc. Act 1974 places general duties on employers to protect employees and others affected by their activities. The Management of Health and Safety at Work Regulations 1999 require suitable and sufficient risk assessments, arrangements for controlling identified risks, and appropriate information and training.

It supports good practice in areas such as inspection responsibilities, damage assessment, load notices, safe operation and repair procedures. It should be considered alongside HSG76, PUWER and the supplier’s technical documentation.
Manufacturer instructions are particularly important because permissible loads, beam arrangements, anchorage requirements and component compatibility vary between systems. An inspector should not assume that a replacement component, altered beam level or additional protection is suitable simply because it appears similar to the original. Changes should be approved by the system designer, manufacturer or another appropriately qualified technical professional.
What the inspection should record
A useful inspection report should identify the site, areas inspected, inspection date, inspector and scope of the assessment. It should describe any damage or non-conformity accurately, include the location of affected components and state the required corrective action. Photographs, marked-up layouts or component references can help maintenance teams locate defects quickly.
The report should also record matters such as missing load notices, unsuitable pallets, obstructed aisles, inadequate housekeeping, evidence of overloading and changes that may affect the original design. A clear action log should show whether each issue has been repaired, isolated, reassessed or remains outstanding.
Responsibilities of warehouse staff
Employees who work around pallet racking should receive suitable instruction on safe loading, capacity limits, impact reporting and the site’s defect-reporting procedure. Routine visual checks do not replace a formal inspection, but they provide an important early warning system. Staff should report damage immediately rather than waiting for a scheduled check or attempting an unauthorised repair.
Only trained and authorised personnel should alter, dismantle, repair or reconfigure pallet racking.
