What qualifications should the inspector have for conducting a pallet rack risk assessment?

A pallet rack risk assessment should be conducted by a competent inspector with suitable training, practical experience and detailed knowledge of warehouse racking systems, relevant UK legislation and guidance, including HSE recommendations and BS EN 15635. They should be able to identify damage, instability, overloading, poor configuration and unsafe working practices, document the risks clearly, and recommend proportionate corrective action.

They should also be familiar with BS EN 15635, which sets out principles for the use and maintenance of steel static storage systems, including the roles of users, suppliers and technically competent inspectors. This standard is guidance rather than legislation, but it is widely used as a benchmark for managing warehouse racking safety in the UK.

Understanding of risk assessment and UK duties

The inspector needs more than the ability to spot visible damage. They should be able to assess how the storage system is used and how workplace activities affect risk. This includes considering forklift movements, pedestrian routes, loading practices, falling-object risks, housekeeping, changes to the original layout and the competence of employees using the system.

They should understand the principles of risk assessment under the Health and Safety at Work etc. Act and the Management of Health and Safety at Work Regulations. Depending on the equipment and activities involved, relevant requirements may also include the Provision and Use of Work Equipment Regulations and the Lifting Operations and Lifting Equipment Regulations. The inspector should know when these duties apply and how they relate to the condition and use of warehouse racking.

Practical inspection experience

Experience is essential because defects are not always obvious. An experienced inspector can distinguish between superficial damage and conditions that may affect structural capacity or stability. They should be able to identify issues such as:

  • bent, twisted or split uprights and bracing members;
  • damaged or displaced beams, connectors and locking devices;
  • missing or inadequate floor fixings and damaged baseplates;
  • overloaded, unevenly loaded or incorrectly positioned pallets;
  • unapproved alterations to the original configuration;
  • insufficient protection at vulnerable locations;
  • impact damage caused by handling equipment; and
  • unsafe access, loading or housekeeping practices that could increase the likelihood of an incident.

They should also understand that the significance of damage can depend on the component, its location, the type of system, the loading arrangement and the manufacturer’s design information. Where the condition cannot be judged safely from a visual assessment, the inspector should recommend further technical evaluation rather than make an unsupported assumption.

Ability to assess against reliable information

A competent inspector should review available drawings, load notices, manufacturer information, installation records, previous inspection findings and details of any changes made to the system. They should compare the installation with its intended design and identify when records are incomplete or when the current arrangement no longer matches the original specification.

They should not approve a configuration simply because it appears stable. Changes to beam levels, pallet dimensions, load weights or operating methods can alter the risks. If design calculations, manufacturer confirmation or a specialist structural opinion is needed, the inspector should state this clearly in the report.

Clear reporting and proportionate recommendations

Qualifications are only useful if the inspector can communicate findings accurately. The assessment report should describe the location and nature of each issue, explain the associated risk, include suitable supporting evidence where appropriate, and set out practical corrective action. It should make clear which matters require immediate control, which require planned repair and which need monitoring or further investigation.

A competent inspector should understand the importance of escalating serious defects promptly. Where there is a risk of collapse, falling materials or unsafe use, the affected area or equipment may need to be taken out of service until suitable action has been completed. The inspector should also be able to verify that repairs or changes have been completed appropriately, rather than treating the original report as the end of the process.

Independence and professional judgement

The inspector should be sufficiently independent to report defects objectively and should not allow production pressures, convenience or commercial interests to influence the findings. They should recognise the limits of their own competence and refer structural design questions, unusual damage or complex alterations to an appropriately qualified engineer or specialist where necessary.

In practice, the strongest choice is an inspector or inspection team with recognised training, extensive hands-on experience and a demonstrable record of inspecting, installing or maintaining warehouse racking. Before appointing someone, ask for details of their relevant training, experience with comparable systems, inspection methodology, reporting process and arrangements for dealing with urgent findings. This helps confirm that the assessment will be a meaningful review of both the equipment and the way it is used, rather than a basic visual check.

The most important qualification is demonstrable competence, rather than a certificate alone. An inspector should have relevant training, practical experience with warehouse racking systems and a sound understanding of BS EN 15635, UK health and safety duties and workplace risk assessment. They should be able to assess damage, loading, configuration, protection and how handling activities affect stability.

Before an inspection, ask for evidence of comparable experience, the inspection method used and examples of clear reporting. A competent inspector will identify urgent risks, recommend proportionate corrective action and refer complex structural or design matters to an appropriately qualified specialist when they fall outside their expertise.
