A warehouse racking inspection plan supports compliance by setting out how storage systems are inspected, assessed, recorded and maintained against applicable safety requirements. It combines routine in-house checks with formal inspections by a competent person, using current HSE guidance, relevant standards such as BS EN 15635, manufacturer information and the site’s own risk assessment.

Compliance is not achieved by carrying out a single inspection or keeping a certificate on file. The duty holder must demonstrate that warehouse racking is suitable for its use, remains in a safe condition, is operated correctly and is repaired or taken out of service when defects create unacceptable risk. A well-managed plan provides the structure and evidence needed to control these responsibilities.

It begins with a documented risk assessment. Before setting inspection arrangements, the plan considers the type and configuration of the warehouse racking, loading patterns, pallet condition, vehicle movements, pedestrian routes, working practices, environmental conditions and any history of damage. This allows inspection frequency and scope to reflect the actual risks rather than relying on a generic schedule.

The plan should also identify the person responsible for storage equipment and define who can report damage, who can authorise changes, who arranges repairs and who can isolate unsafe areas. Responsibilities should be clear to warehouse operatives, supervisors, maintenance teams and contractors. Changes to beam levels, load capacities, layout or protection equipment should not be made without appropriate technical review and updated documentation.

Inspection frequency is based on risk and recognised guidance. Warehouse racking should be subject to:

  • Routine visual checks by trained warehouse personnel, with defects and impacts reported promptly.
  • More detailed regular inspections at an interval determined by the risk assessment, operating conditions and the manufacturer’s instructions.
  • A formal expert inspection at least every twelve months, or more frequently where the risk assessment, site conditions or inspection findings justify it, in line with BS EN 15635 principles.

Additional inspections may be required after a significant impact, relocation, alteration, prolonged inactivity, fire, flooding or any other event that could affect structural integrity. A formal annual inspection does not replace daily awareness or prompt reporting of damage.

Each formal inspection follows a defined scope. The inspector assesses the visible condition and suitability of relevant components, including frames, uprights, bracing, beams, connectors, baseplates, floor fixings, guards, pallets and load notices. The surrounding area is also considered, including aisle clearance, vehicle interaction, housekeeping, lighting and signs of overloading or unauthorised modification.

Inspection criteria are based on recognised safety requirements and the manufacturer’s specifications. The assessment checks for issues such as bent or split components, displaced beams, missing locking devices, loose or damaged fixings, distorted frames, impact damage, corrosion, inadequate floor anchorage, overloaded bays and missing or inaccurate safe working load notices. Where damage cannot be assessed safely from a visual inspection, the affected area should be isolated until a suitable technical assessment is completed.

Findings are risk-rated and linked to specific actions. A useful plan does not simply state that a component is damaged. It records the location, component, type and severity of the defect, the likely consequence, photographic evidence where appropriate, the person responsible for action and the required completion date. Findings may be categorised in accordance with the inspection methodology, such as:

  • Immediate danger: the affected bay or area is unloaded and isolated without delay until it has been made safe.
  • Hazardous damage: remedial work is arranged promptly, with interim controls such as restricting access or reducing use where appropriate.
  • Damage requiring monitoring: the condition is recorded, monitored at defined intervals and repaired if it worsens or if the risk assessment requires it.

The exact response depends on the nature of the defect, the loading arrangement and the inspector’s professional assessment. Temporary measures should not be treated as a permanent repair. Components should be repaired or replaced using suitable parts and methods, and the affected area should be rechecked before it returns to normal use.

Records provide evidence that safety controls are being managed. The inspection plan should retain inspection reports, photographs, risk assessments, previous findings, repair records, reinspection outcomes, training records, layout drawings, load information and details of any alterations. Reports should be traceable to a specific location so that recurring problems can be identified and corrective actions verified.

It is also important to close the inspection loop. Outstanding actions should be reviewed by the responsible manager, overdue repairs should be escalated and completed work should be checked. Repeated impact damage may indicate a need for improved vehicle controls, revised traffic routes, additional protection or refresher training rather than repeated component replacement alone.

Competence is a central part of compliance. Routine checks should be carried out by people who understand the warehouse racking system, can recognise obvious damage and know how to report it. Formal inspections should be completed by a suitably competent person with relevant practical experience, knowledge of storage equipment, understanding of applicable standards and the ability to assess damage and recommend proportionate action. The inspection plan should record the inspector’s competence and ensure that independence and technical capability are appropriate for the complexity of the installation.

Finally, the plan should be reviewed whenever standards or guidance change, the warehouse operation changes, a new system is installed, significant damage occurs or inspection trends reveal additional risks. This keeps the arrangements current instead of treating compliance as a one-off exercise.
