What common compliance standards and regulations should warehouse racking inspections adhere to?

Warehouse racking inspections should be carried out against the UK Health and Safety at Work etc. Act, the Provision and Use of Work Equipment Regulations (PUWER), HSE guidance HSG76 and the relevant BS EN 15635 requirements for the use and maintenance of storage equipment. A competent inspector should assess damage, stability, loading information, protection measures and corrective actions, recording findings clearly and escalating any serious risks for immediate control.

Warehouse racking inspections should be carried out against the relevant UK health and safety legislation, HSE guidance and recognised technical standards. The main references are the Health and Safety at Work etc. Act 1974, the Provision and Use of Work Equipment Regulations 1998 (PUWER), HSE guidance HSG76 and BS EN 15635. Together, these establish the need to keep storage equipment safe, assess foreseeable risks, arrange competent inspections and act on defects promptly.

These requirements do not usually prescribe one inspection format for every warehouse. Health and Safety at Work etc. Act 1974

The Health and Safety at Work etc. Act provides the overarching legal duty to protect employees and others who may be affected by warehouse operations. It should also take account of operating instructions, safe loading information, protection at exposed locations and the competence of people using or altering the system.

HSE guidance HSG76

HSG76, Warehousing and storage: A guide to health and safety, is an important source of practical guidance for warehouse operators. It recommends that storage equipment is regularly inspected, with a formal expert inspection carried out at least every twelve months, or more frequently where the risk assessment indicates that this is necessary.

The guidance also supports routine visual checks by warehouse staff. These checks can identify obvious damage or unsafe conditions between formal inspections, but they do not replace an examination by a suitably competent inspector. Findings from both routine checks and formal inspections should be reported through a clear process, with responsibility for corrective action assigned and tracked.

BS EN 15635

BS EN 15635, Steel static storage systems — Application and maintenance of storage equipment, sets out recognised requirements for the safe use and maintenance of warehouse racking. It covers matters such as system operation, loading information, damage assessment, inspection arrangements, reporting and corrective action.

The standard is not legislation, but it is widely used as a technical benchmark when assessing whether a storage installation is being operated and maintained responsibly. An inspection aligned with BS EN 15635 should normally consider:

  • uprights, frames, bracing, beams, connectors and baseplates;
  • impact damage, distortion, corrosion and signs of instability;
  • beam locking devices, clips, pins and other connection components;
  • floor fixings, protective guards and other safety accessories;
  • loading notices and whether the stated configuration matches the installation;
  • evidence of overloading, unsuitable loading or unauthorised alterations;
  • clearances, aisle conditions and the potential for vehicle or handling-equipment impact;
  • previously reported defects and whether remedial work has been completed effectively.

BS EN 15635 also uses a system for categorising damage and prioritising action. The exact response depends on the severity, location and nature of the defect. Serious damage may require the affected bay or area to be unloaded and taken out of service immediately. Less urgent defects still require a controlled repair or monitoring process, rather than being left unresolved.

Related storage-system standards

Other parts of the BS EN 156xx series may be relevant when the inspection involves design, specification, tolerances or structural characteristics. For example, BS EN 15629 concerns the specification of storage equipment, BS EN 15620 addresses installation tolerances and clearances, and BS EN 15512 relates to the structural design of adjustable pallet storage systems. These standards can help an inspector understand the intended configuration and assess whether changes or damage may affect performance.

The applicable standard should be selected according to the type and design of the installation. An inspector should not assume that one assessment method is suitable for every storage system, particularly where the installation has been modified, extended or used outside its original specification.

Other regulations that may affect the inspection

The inspection may also need to consider related workplace risks, depending on the site:

  • Management of Health and Safety at Work Regulations 1999: these support the requirement for suitable risk assessments, competent assistance, arrangements for managing safety and effective cooperation between employers and contractors.
  • Workplace (Health, Safety and Welfare) Regulations 1992: these may be relevant to safe access, traffic routes, floors, lighting and the general condition of the working environment around the storage installation.
  • Work at Height Regulations 2005: these apply where inspection, maintenance, picking or repair work involves a risk of falling from height. Safe access methods and suitable equipment should be assessed separately from the condition of the storage installation.
  • Construction (Design and Management) Regulations 2015: these may become relevant to installation, alteration or removal projects, rather than to a routine inspection of an existing system.
  • LOLER 1998: this may apply to lifting equipment used during handling or remedial work. It does not generally replace the inspection requirements for the storage installation itself.

What a compliant inspection record should demonstrate

A useful report should identify the areas inspected, the condition observed, the standards or assessment criteria used, the defects found and the action required. It should also record any limitations, such as inaccessible components, obstructed bays or areas that could not be safely examined.

Records are more effective when they include clear locations, photographs where appropriate, defect classifications, recommended timescales and confirmation of closure. Loading information, installation drawings or previous reports should be reviewed where available, especially if the system has been altered or its use has changed.

Competence and independence

The person carrying out the formal inspection should have suitable knowledge, training and practical experience of warehouse racking, damage assessment and the relevant standards. Competence should match the complexity and risk of the installation. Where a defect requires specialist design advice, structural assessment or repair, the matter should be referred to an appropriately qualified professional rather than being treated as a routine maintenance issue.

In practical terms, compliance is demonstrated by a complete inspection cycle: assess the risks, inspect against recognised criteria, record the findings, control serious hazards, complete suitable repairs and verify that actions have been closed. Following HSE guidance and BS EN 15635 provides a robust basis, but the warehouse operator remains responsible for ensuring that the arrangements are suitable for the actual installation and working conditions.
