The correct interval cannot be selected solely by looking at the age or type of the pallet racking. The risk assessment should consider the operating environment, the frequency and severity of forklift movements, the type and condition of loads, the height and configuration of the installation, the experience of users, previous damage and the consequences of a failure. Changes to building use, loading arrangements, traffic routes or working practices should also prompt a review of the inspection frequency.

Routine checks should look for visible signs that the system may no longer be safe to use. These include bent or twisted uprights, damaged beams, displaced components, missing safety pins, loose or missing fixings, damaged guards, leaning frames, impact damage, overloaded locations and loads that are unstable or incorrectly positioned. The surrounding floor, aisles and traffic protection should also be considered because uneven floors, obstructions and poor housekeeping can contribute to instability or collision damage.

Any employee who notices damage or an unsafe condition should report it immediately rather than waiting for the next planned inspection. The affected location should be assessed without delay and, where necessary, unloaded and isolated from use until a competent person has confirmed that it is safe. Damaged components should not be straightened, welded or modified as an improvised repair. Repairs and replacements should follow the equipment manufacturer’s requirements and be completed by suitably competent personnel.

An inspection is also required after an event that may have affected structural integrity. This includes a forklift or other vehicle impact, a significant load falling, movement of the building or floor, fire, flooding, unauthorised alteration, relocation, installation of new components or a change to the intended loading arrangement. If the extent of damage is uncertain, treat the affected area as unsafe until it has been assessed.

Inspection findings should be recorded in a system that allows actions to be tracked through to completion. Records should identify the date, areas inspected, person carrying out the check, defects found, risk classification, immediate controls and required remedial work. Photographs, location references and repair completion dates are useful where damage is recurring or multiple bays are involved. Keeping these records demonstrates that inspections are planned and acted upon, rather than being an informal visual exercise.

The annual expert inspection should examine the installation as a whole, not just isolated damaged components. It should consider the condition and alignment of frames and beams, connectors, bracing, baseplates, floor fixings, guards, safety devices, load notices, clearances and the suitability of the current configuration. The inspector should compare the installation with available design information and loading data where appropriate, and should identify unauthorised changes or conditions that could compromise safe operation.

Inspection frequency should be reviewed whenever the risk profile changes. For example, a warehouse may need more frequent checks after an increase in forklift activity, the introduction of different loads, changes to shift patterns or repeated impact damage. Conversely, reducing the frequency should only be considered where a documented assessment shows that the lower frequency remains suitable and provides effective control of the risks.

In practical terms, a compliant programme is not simply an annual appointment. It combines regular user checks, planned internal inspections, immediate reporting of defects and a documented expert inspection at least once every 12 months. Applying this approach helps identify damage early, supports prompt repairs and maintains the safe working condition of the pallet racking throughout its service life.
