Separate the inspector from warehouse vehicles

If vehicles must operate nearby, defined pedestrian routes, physical separation, communication with drivers and a controlled speed environment should be in place.

Inspectors should remain visible to drivers, avoid standing in blind spots and never assume that a vehicle operator has seen them. The inspection should pause if traffic levels, loading activity or site conditions make safe separation impossible.

Use appropriate personal protective equipment

The minimum protective equipment should be based on the site risk assessment and its rules. This will commonly include safety footwear, a high-visibility garment and suitable head protection. Gloves and eye protection may be required where the inspection involves contact with sharp, damaged or contaminated components.

Personal protective equipment does not replace good traffic management, safe access arrangements or isolation of hazards. It should be clean, suitable for the task and checked before use.

Use a documented inspection method

The inspector should follow a defined procedure that covers the complete storage system and its surrounding conditions. This normally includes checking frames, beams, connectors, bracing, guards, base plates, floor fixings, load notices and visible signs of impact, distortion, corrosion or missing parts. The inspection should also consider whether the system is being used in accordance with its stated design and load information.

A consistent method helps ensure that no area is overlooked and makes it easier to compare findings with previous inspection records. The inspector should use suitable inspection equipment, such as a torch or measuring tools, where required, without creating additional risks.

Maintain safe access and avoid unsafe working at height

Many visual checks can be completed from a safe position at floor level. If higher areas need closer examination, the inspector should use suitable access equipment and follow the relevant site procedures. Improvised climbing, standing on pallets or using storage components as access equipment should not be permitted.

Any access equipment should be appropriate for the surface, height and task, inspected before use and positioned away from vehicle routes. Where the inspection requires more complex work at height, it should be planned separately with suitable controls and competent personnel.

Do not disturb unstable loads or damaged components

An inspector should not handle, remove or adjust a load, beam, frame or other component if doing so could increase the risk of collapse or falling objects. Signs of serious damage should be assessed from a safe position first. The affected area may need to be isolated until a competent person decides how it can be made safe.

Repairs, component replacement and changes to the storage system should not be carried out during the inspection unless they are covered by an appropriate method of work and completed by suitably competent personnel.

Record defects accurately and classify the risk

Findings should be recorded clearly against the relevant aisle, bay or component. A useful record describes the location, type and apparent severity of the defect, supported by photographs where appropriate. It should distinguish between damage requiring immediate action, damage requiring prompt attention and lower-risk issues that should be monitored or addressed through planned maintenance.

Where a defect presents an immediate risk, the affected bay or area should be taken out of use, unloaded or physically protected in line with the inspector’s assessment and the site’s emergency arrangements. The responsible warehouse manager should be informed without delay. Defective components should not be returned to service simply because the inspection has finished.

Have an escalation and emergency procedure

The inspection team should know who has authority to stop work, isolate an area and arrange corrective action. Contact details for the responsible site representative should be available, and staff should understand how to respond if they identify a risk of collapse, falling materials, vehicle collision or injury.

If an incident occurs, the inspection should stop and the site’s emergency procedure should take priority. The area should remain controlled until it has been assessed and declared safe by an appropriate person.

Close the inspection properly

At the end of the inspection, the inspector and site representative should review the findings, confirm which areas remain restricted and agree the required actions. Barriers or warning notices should only be removed when the relevant risk has been addressed or formally accepted under the site’s control process.

The completed report should be retained with supporting photographs, defect classifications and action records. Evidence of repairs, replacements or follow-up checks should be added when available. This creates a reliable audit trail and helps the next inspection focus on recurring damage, unresolved defects and changes in warehouse use.

In practice, the safest inspection is one that treats the activity as work within a live industrial environment rather than as a simple visual check. Risk assessment, traffic control, safe access, accurate reporting and prompt isolation of serious defects should be applied consistently throughout the inspection.
