How often should SEMA racking inspections be conducted?

SEMA racking inspections should be carried out at least every 12 months by a technically competent, SEMA-approved inspector, with more frequent inspections where risk, usage or damage levels require it. In addition, warehouse staff should complete regular visual checks and report any damage or unsafe conditions immediately.

SEMA racking inspections should be conducted at least every 12 months by a technically competent, SEMA-approved inspector, commonly known as a SEMA Approved Rack Inspector (SARI). This annual expert inspection is the minimum recommended interval; a risk assessment may require inspections more frequently where warehouse activities, vehicle movements, loading patterns or previous damage create additional risk.

The annual inspection should be supported by regular in-house checks. A nominated, trained member of the warehouse team should carry out visual inspections at suitable intervals, typically weekly or at another frequency justified by the site risk assessment. These checks are intended to identify obvious damage or unsafe conditions between formal inspections, not to replace an independent inspection by a competent expert.

Any defect should be reported as soon as it is found. The affected area should be assessed immediately, and damaged warehouse racking should not continue in use where its stability or safe load capacity may be affected. Depending on the severity of the defect, action may include unloading the affected section, preventing access, fitting a temporary warning notice and arranging an urgent repair or reinspection.

A more frequent SEMA racking inspection may be appropriate where:

  • forklift trucks or other handling equipment operate close to the warehouse racking;
  • the storage system is frequently loaded, unloaded, reconfigured or struck;
  • there has been a history of impact damage, overloading or unauthorised alterations;
  • the warehouse has high levels of traffic, poor visibility or difficult operating conditions;
  • the stored goods are unusually heavy, unstable or difficult to handle;
  • there has been a change in use, layout, load configuration or warehouse equipment;
  • repairs have been completed and their effectiveness needs to be confirmed; or
  • an earlier inspection, accident, near miss or risk assessment identifies a need for closer monitoring.

The inspection interval should therefore be based on the actual risks at the site rather than treated as a fixed appointment that applies in every situation. HSE guidance recommends expert inspections at intervals not exceeding 12 months, while the responsible person should establish a system of regular visual inspections. SEMA guidance and the site’s own risk assessment should be considered when setting the inspection programme.

Regular visual checks should look for issues such as bent or distorted uprights, frames, beams and bracing; missing, damaged or displaced locking devices; loose fixings; damaged floor connections; leaning frames; overloaded or incorrectly loaded levels; and signs that a warehouse racking component has been modified without approval. The condition of protection such as column guards should also be checked, as damaged protection may indicate an impact or leave the structure more exposed to further damage.

Visual checks should be recorded so that recurring defects, locations and trends can be identified. Records should normally include the inspection date, the person completing the check, the areas examined, defects found, immediate controls applied and the progress of corrective work. Keeping the latest expert inspection report and repair records available helps demonstrate that the inspection system is being managed properly.

A formal SEMA racking inspection is more detailed than a routine visual check. The inspector assesses the storage system, its components, protection, loading information, operating environment and visible damage. They should identify defects, grade their seriousness where appropriate, recommend immediate controls and specify remedial action. The report should be reviewed by the person responsible for warehouse safety, with repairs prioritised and completed by suitably competent operatives.

Inspection frequency should also be reviewed after any significant change. This includes installing additional sections, changing beam levels, increasing load weights, introducing different handling equipment, altering traffic routes or changing the way goods are stored. Any alteration to the original design or load configuration should be checked by a competent person, and updated safe working information should be provided where necessary.

In practical terms, the minimum programme is an annual inspection by a SEMA-approved inspector, supported by documented routine checks and immediate reporting of damage. Sites with higher exposure to impact or change should arrange inspections more often.
